Key takeaways

  • You need a trade licence, a Dubai Municipality food truck permit, an approved vehicle and a legal place to trade.
  • Event permits cover a specific event; non-mobile permits cover one approved site and are issued annually.
  • Get the truck layout approved before conversion, and never assume you can park and sell on any street.

A food truck can be a lower-cost way into Dubai’s food scene, but it isn’t a licence to park anywhere and sell. To trade legally you need a trade licence, a food truck permit from Dubai Municipality, a vehicle that meets food safety and road requirements, and an approved place to operate: either a fixed site with the landowner’s agreement or an organised event. Here’s how the process works and what to plan for.

How food truck permits work

Dubai Municipality regulates food trucks and issues two main types of permit.

PermitWhat it’s forKey conditions
Event (mobile) food truckTrading at a specific event or festivalApply at least three working days before the event; valid for that event only
Non-mobile food truckA truck that stays at the same approved siteIssued annually; needs a trade licence for the location and activity and a formal contract with the site owner

For non-event trucks, the business licence must be issued in Dubai and its facilities located there. If you already hold a food licence and add a truck, a branch licence is typically needed. Approvals from other municipal departments, such as planning and drainage, may also apply.

Step by step

  1. Plan the concept. Define your menu, target locations and the kind of events you want to work.
  2. Get a trade licence from the Department of Economy and Tourism (DET) with the right activity, or add a branch to your existing food licence.
  3. Register on FoodWatch, Dubai Municipality’s food safety platform, as a new entity or under your existing one.
  4. Get the truck layout approved before building. Permit officers assess the layout, and approval is needed before construction and operation.
  5. Register and inspect the vehicle with the Roads and Transport Authority (RTA), like any commercial vehicle.
  6. Secure a place to trade: a contract and landlord no-objection certificate for a fixed site, or organiser confirmation for an event.
  7. Apply for the food truck permit with your licence details, truck layout and location or event information.
  8. Meet staffing requirements, including a trained Person in Charge and food-safety-trained staff.
  9. Trade and keep records: temperatures, cleaning, pest control and supplier receipts.

Designing a compliant truck

Specialist builders in the UAE know local requirements, but check every design against the current rules. A compliant truck typically has:

  • A handwashing sink with hot and cold running water
  • Separate areas for preparation, cooking and washing
  • Fresh and wastewater tanks sized for a full service
  • Refrigeration with thermometers that can cope with summer heat
  • Ventilation, extraction and fire suppression over cooking equipment
  • Safe gas installations and suitable fire extinguishers
  • Smooth, food-grade surfaces that are easy to clean
  • Covered waste storage and a plan for disposal
  • Reliable power, whether a quiet generator or site hook-up

Where you can trade

  • Approved fixed sites such as parks, beaches, business districts and mall forecourts, with the landowner’s agreement
  • Events and festivals, from sports days to seasonal markets; see our guide to Dubai food festivals
  • Private and corporate events, where organisers book trucks for staff or guests

Operating outside approved locations can lead to fines and suspension. Treat location as part of the business plan, not an afterthought.

  • Keep it short. Five to eight items cooked fast beats a long menu.
  • Design for speed. Dishes should be ready in a few minutes at peak times.
  • Choose food that travels in the hand: wraps, burgers, bowls, fries, desserts.
  • Protect your margins, because site fees and generators eat into profit; our guide to menu pricing and food cost shows how.
  • Plan for the heat. Many trucks focus on the cooler months, evenings and indoor events.

Frequently asked questions

Can I park my food truck anywhere in Dubai?

No. You can trade only at approved fixed sites under contract or at permitted events. Unauthorised trading risks fines and suspension.

How long does it take to get a food truck permit?

A straightforward event permit can be quick once everything else is in place, but the full setup (trade licence, truck approval and a location) usually takes weeks to months.

Do food trucks need a base kitchen?

Many operators use a licensed kitchen for preparation, storage and cleaning. Whether you need one depends on your menu and permit conditions, so check with Dubai Municipality.
